The Civic Assistance Committee, the first charitable non-governmental organization to help refugees and forced migrants in Russia, was created in 1990 before the formation of the state migrants’ office. From the very beginning, the organization took upon itself an intermediary role in the relations between migrants and government organizations, supporting these people in the courts, giving them consultations on their rights, protecting their social rights, as well as giving them material and some other humanitarian help from things against which they are unprotected. Утром 9 апреля 2006 года при выезде из с. Серноводск на трассу “Ростов-Баку” сотрудниками неустановленных силовых структур были задержаны и увезены в неизвестном направлении Булат Султанович Чилаев, сотрудник местного офиса гуманитарной организации Комитет “Гражданское содействие” , и Аслан Исраилов, житель г. Комитет “Гражданское содействие” – первая общественная благотворительная организация помощи беженцам и вынужденным переселенцам – была создана в 1990 году, до образования государственной миграционной службы. Организация с самого начала взяла на себя посредническую роль в отношениях мигрантов с официальными структурами, их поддержку в судах, правовые консультации, защиту социальных прав, а также материальную и иную гуманитарную помощь самым незащищенным. Комитет “Гражданское содействие” поддерживает постоянные контакты со всеми структурами, сталкивающимися с проблемами вынужденных мигрантов: миграционными органами, органами образования, здравоохранения, социальной защиты, прокуратурой, милицией. The Civic Assistance Committee maintains constant contact with all official organizations which bring together the problems of these forced migrants: migrant offices, government of citizenship questions, the departments of education, health, social security, the procurator’s office, and the police.

According to the UN Convention of 1951, a refugee is a person, who “owing to well- founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country …”. The same definition is used in the Russian Law “On Refugees. ” The term “forced resettler ” is defined in the Russian Law “On Forced Resettlers. ” This is an exclusively Russian phenomenon, which defines the legal status of a Russian citizen who left his or her permanent place of residence for the reasons similar to those of refugees. For a refugee, the main problem is acquiring a legal status ( such as a refugee status or a temporary leave to remain) , while a forced resettler being a Russian citizen does not face this issue. Forced resettlers face mainly resettlement problems, and those who have managed to acquire an official status, are entitled to some state assistance by law. IDPs ( for example, those fleeing the Osset- Ingush conflict or military actions in Chechnya ) are in the worst position, as such term is absent from the Russian law, and their status is defined only by the federal or local normative acts if any were issued in respect of each individual conflict. Such acts can be ignored or obeyed to according to bureaucratic wishes.
